This seems to be a fishing jetty. I encountered one of these in Fort Pierce, Florida back in 1973. I was really impressed with this public concept until I reached the end of the jetty. There very poor people fished to feed themselves and their families. If they were lucky, some fish could be caught to sell to local restaurants. It was a real reality check for a nineteen year old college student.
